Enhancing Tribal/State Relations to Support and Strengthen Tribal Domestic Violence Programs and Shelters in Oregon
In 2006, the Oregon Department of Justice (DOJ) and the Oregon Department of Human Services (DHS) established a joint formula for the equitable distribution of non-competitive federal and state grants. This joint formula funding is the result of a previously conducted study entitled, “A Funding Towards Equity: Oregon Sexual and Domestic Violence Programs” that provides funding across the state. In 2012, the nine federally recognized tribes were added to the formula. In 2018 and 2020, additional changes to the formula led to allocation increases for tribal programs. Allocations increased from $40,000 to $240,000 for each tribe every two years. This important webinar will focus on the ground-breaking work that followed the study, including:
- the funding formula
- results of the equity allocation study
- recommended changes to the formula in 2019 by joint subcommittee
- outcomes from the "Listening Tour"
- community collaboration
- respect for tribal sovereignty and the
- critical need for resources, support and services for victim/survivors.
This webinar presentation will highlight the work of Desiree’ Coyote, Family Violence Services Program Manager with the Confederated Tribes of the Umatilla Indian Reservation and Diana Fleming, with the Oregon Department of Justice in developing and implementing an equitable distribution of funding for tribal domestic violence programs in Oregon.
